You must move the animals to their correct places within the pen. The horses belong with the horses, the cows with the cows, the pigs with the pigs, and so on. You sort the animals two ways: Tap three small animals to rotate them, or tap a large animal so the smaller animals around it rotate.
For every level, you're allowed to make a specific number of moves. If you exceed the number of taps, you'll have to start that level over. Essentially, these animals act as a challenging puzzle of rotating cogs.
